The handsome but tortured warrior Zachariah (Buzz Moller) leaves the arms of the beautiful Cynea (Catherine Bell) one night, determined to stop the dragon Braxis before he destroys Laurentia as he has the neighboring villages. Meanwhile, Hercules (Kevin Sorbo) is on his way to meet Iolaus (Michael Hurst) in Laurentia after learning that many of his comrades who helped overthrow the evil warlord Adamis (Rene Naufahu) have mysteriously disappeared there. When Zachariah reaches the dragon's lair, he steals through a labyrinthine passageway to face the giant winged creature, but proves to be no match for the fire-breathing beast. The brave warrior is quickly consumed, his bones and weapons falling into a pit containing those of many would-be dragon-slayers who have come before him. Meanwhile, Hercules passes the burned-out village of his friends Lemnos (Charles Pierard) and Leandra (Phaedra Hurst), who tell him that the wicked Adamis has returned from exile and is destroying the villages that resisted him before as part of a larger plan to conquer all of Greece. All the warriors they've summoned for help have shown up, but have quickly disappeared.
On his way to meet Hercules, Iolaus stops at a tavern and ends up in a bar brawl defending the honor of the beautiful Cynea. When he discovers that she is headed for Laurentia, he joins her. On their journey, she tells him about the death of her fiance, Zachariah, at the hands of the dragon Braxis, who has been ravaging the countryside for months. At the same time, Hercules also learns about the terrifying beast from Lemnos, Leandra, and their feisty 10-year-old son, Gyger (Alexander Gandar). He sets out to join Iolaus and track down Adamis, sensing that the warlord is behind all the trouble since he has never before heard of dragons leaving their lairs to burn villages or hunt down warriors. Meanwhile, Adamis hears that Hercules is on his way and tells Braxis, a very sad and lonely baby dragon whom he is cruelly manipulating, that Hercules and Iolaus are responsible for his mother's death. Braxis agrees to kill the two men.
When Hercules hears that Gyger has gone off to battle the dragon alone, he races after him and arrives just in time to hear the surprised young boy describe how the beast saved his life by catching him when he fell from a steep ledge. In the meantime, Iolaus, who has grown very fond of Cynea, promises to avenge Zachariah's death and end Braxis' reign of terror once and for all. By the time Hercules returns from rescuing Gyger, Iolaus has departed with a purple scarf from Cynea tied to his sword for luck. Cynea, who is actually Adamis' sister, puts on a convincing act, feigning deep concern as she tells Hercules of Iolaus' plan to fight the dragon. As an unsuspecting Hercules races off to help his friend, Adamis emerges from the shadows to praise the performance of his cunning and power-hungry little sister.
Hercules is forced to battle a nasty contingent of Adamis' soldiers as he chases after Iolaus. By the time he reaches the lair, Iolaus is already doing battle with the dragon. Charging in just in time to see his friend trapped in Braxis's claw, Hercules flings a large club at the beast's head, causing him to toss Iolaus aside. Hercules tries to reason with the beast, but gets only fireballs in return. Plunging into the pile of discarded weapons left by those the dragon has killed, Hercules pulls out a huge net of chain mail and manages to ensnare the dragon in it. Before Iolaus can kill the beast, however, Hercules leads him over to the pit which contains a half-dozen swords with purple scarves tied to them, just like Iolaus' own. Angry and heartbroken, Iolaus realizes that it was Cynea who sent their warrior friends to die. To prove he means Braxis no harm, Hercules takes a sword and begins hacking away at the netting. He is interrupted, however, by Adamis who arrives with his soldiers and Cynea. A terrible battle ensues, with Hercules and Iolaus defending both themselves and the still-entangled dragon. In his impatience to slay the two men and Braxis, Adamis kills Cynea by mistake. Then, when he boasts of having killed Braxis' mother, the enraged beast breaks free and engulfs Adamis in a blazing fireball. Hercules and Iolaus then bid farewell to Braxis, who spreads his giant wings and flies off towards home.
