Beef Tips and Rice


1 (3 lb.) lean sirloin tip roast, cut into small pieces
1 quart water
1 medium onion, finely chopped
1 bell pepper, finely chopped
1/4 Worcestershire sauce
1/4 cup soy sauce
1 tsp. garlic powder
1 tsp. seasoned salt
1 tsp. black pepper
2 tablespoon self-rising flour
1 cup water
8 cups cooked rice

Combine beef, quart of water, onion, bell pepper, Worcestershire, and soy sauce in a Dutch oven. Place over medium high heat and bring to a boil. Add garlic powder, seasoned salt, and black pepper. Reduce heat, and simmer for about one hour. Mix self-rising flour and 1 cup water, and stir into hot mixture. Cook over medium heat until thickened. Serve over cooked rice.
