Popeye's Gravy


1 1/2 tablespoon vegetable oil
1 1/2 tablespoon all-purpose flour
4 1/2 tablespoon all-purpose flour
1 to 2 dashes white pepper
1 to 2 dashes cayenne pepper
1/8 tsp. paprika
1/4 tsp. salt
1 can condensed chicken broth
1 can water

Cook the oil and flour for 10 to 15 minutes over low heat, making sure that the mixture browns but does not burn.

Add remaining ingredients, and bring to a boil. Cook for 10 minutes or until the mixture thickens.
