1. Introduction
Xtreme Sim Baseball League is a group of 30 individuals with the common goal of owning and managing a major league baseball team. Involvement includes active participation which consists of updating team pages, responding to trades, participating in drafts, and most of all having FUN! XSBL serves one purpose: FUN. Please remember that
this is ONLY a game and is intended for all parties
involved to have fun and maybe living a dream of being a real life GM.
2. General Rules - There will be 2 Leagues in the XSBL. Each League will have 3 divisions. No division shall have less then 4 teams in it at any time.
- The League was started with a 2003 MLB file.
- Rookies will be added each season after Free Agency.
- The computer will run any team that has no owner and no trades will take place with a team in this situation.
- Coaches and Scouts will be enabled.
- The AL will use the DH rule, the NL will not.
- You can only manage 1 team in the XSBL. Nor should an owner collude with another owner or group of owners for the purpose of improving any team or group of teams.
- Any owner who expects to be away or loses computer and/or Internet access is expected to contact the commissioner to appraise them of their current situation. (Everyone knows someone else that is online that can send 1 e-mail for you).
- Any owner who becomes inactive (no lineups, contact, leaving severely injured players on the ACTIVE roster, or any other signs of inactivity) will be expelled without notice.
- Each manager is expected do their best to put a successful team together. Any manager who shows signs of
The League will use Out of the Park Baseball 5 (OOTP5) as the Game Engine. The Game Engine will be updated with any patches as soon as released. Any change in software version WILL NOT be instituted during any season. Any change in version will only be updated once thoroughly tested and only during the off-season.
It would be ideal for every manager to have AOL's Instant messanger. You can obtain a free copy from http://www.aim.com.
3. Preseason
Scouts/Coaches Signing Period
Scouts/Coaches Signing Period-to be conducted after the season. 1st real day = 2 sim days, 2nd real day = 2 sim days, 3rd real day = 1 sim day.
On each round you have the option to offer two contracts (2 different people) for scout/coach per position desired. You will need to email your bids to xsblcommish@yahoo.com so that no one else will know your bid offer. This will
be referred to as "closed bidding"(e-mail). At the end of the 3 sims, If you
still have openings you can make public bids (bids in the forum) at any time starting with the end of Spring training. Check the ticker for the deadlines for bids
when this period is active.
This period will last 3 Sims. Following is the format:
Free Agent Signing Period
Free agent signings will start once the coaches signings period has ended. When you send in your offers, please send them to me in this form:
Put both so that way you know you didn't make a mistake when you send it in, therefore eliminating the possibility you get a player for $8Mil you only wanted for $4Mil.
You are only allowed one email of offers per day, so make sure you make it good.
This period will follow this format:
8 Real Days - 30 Sim Days
Real Day 1: 1 Sim Day - Day 1
Real Day 2: 1 Sim Day - Day 2-4
Real Day 3: 2 Sim Days - Days 5-9
Real Day 4: 5 Sim Days - Days 10-14
Real Day 5: 5 Sim Days - Days 15-19
Real Day 6: 5 Sim Days - Days 20-24
Real Day 7: 5 Sim Days - Days 25-30
Amateur Draft
The Amateur Draft draft will be 10 rounds long this year. It will be
held via a public chat room for the early rounds, followed by simulating the later rounds. Draft order will be Last place first, and so on
from that point alternating AL-NL- AL-NL.......
Spring Training
Hitters - Contact Hitting, Power Hitting, Strike Zone Judgement, Defense
Pitchers - Pure Stuff, Velocity, Pitching Control, Stamina
- Each player's default is to allocate 5 points in each category.

If you want to TRY to make Gil a better contact hitter, you do this:

- This MIGHT make Benji a better contact hitter and it also MIGHT lower the categories that are less than 5. Anything higher than a 5 MIGHT increase that category, while anything less than a 5 MIGHT lower that category.
- You can also attempt to make a player learn a new position, however you must use 5 points to do this so it MIGHT lower the neglected categories.
- Spring training is kind of a gamble in this game and it rarely really affects anything, but it does happen. You can give me 10 players to edit in the aforementioned way.
Spring Training will be held after the Amateur Draft. In spring training, you are given 20 points to edit your players attributes. Following are the categories for hitters and pitchers:
4. Regular Season. Trades - Cash and Draft picks may be included in trades. A team may not exceed the cash maximum (see below) through trade. A team can only give as much cash as it has (i.e., cannot trade itself negative).
- Each manager must agree to the trade. You must e-mail the trades to
xsblcommish@yahoo.com, snadbox@yahoo.com, and ganjew@yahoo.com . Trades that look one sided will be looked at by the league
officers and possibly overturned.
- You both must agree to the deal and then one must send it to the other owner and the league office. The owner who doesn't send the e-mail, must "reply all" to the e-mail and restate the trade. Trades should be sent in the following manner:
In the subject, please put XSBL Trade: Team A - Team B
In the Body:
Team A gets: 3B Player X & 2B Player Z
- When the second team confirms, you need to reply all and restate, not just "I agree" or something to that effect, you must restate the exact deal.
- Trade deadline is July 31st of each sim year. No trades can or will be processed after the trade deadline passes.
Team B gets: SS Player Y, $2Million, & 2nd Round draft pick (Via Team C #17)

Waivers & Free Agents
- You may waive any player at any time. You are however
responsible for paying him the remainder of his contract in one year. Meaning one shot deal- waive him - pay his entire contract all in one year.
- You can make a bid for a free agent at any time that you
wish in the league forum except during the pre season Free Agent Period. During that period, the free agents must be bid on by e-mail because that will be a
closed bid.
Rosters - There is also a Disabled List for injured players. NOTE: A player must remain on the DL for a minimum of 15 days dependent upon the duration of the injury as indicated by the player's name highlighted in red for the injury period and highlighted in white when eligible to be activated.
- The active roster is limited to 25 players, expanding to 40 players in September. You MUST have 25 players on your active roster. In the postseason the active roster is again limited to 25 players. Roster moves are only allowed between a series.
- Your Minor League rosters can consist of as many players as you wish. However, you should be able to play all of your minor league players. If you have more than a playable amount, you should consider trading some.
- Players with more than 5 years of major league service, may refuse assignment to the minor leagues, and demand to be kept on the major league club, or be placed on waivers. All owners are responsible for their roster management, and it is highly recommended by the front office, that you take this into account when signing players to your major league team or promoting them.
- Owners have the option of setting their minor league lineups via the team export feature of OOTP5. Minor League lineups can nly be set this way; the Commissioners will set Minor League Rosters otherwise through computer generation.
- Owners can choose to have the computer set their Minor League lineups. Just tell the commish to Auto-Generate Minor League Staff and Lineups, which I usually do anyways.
Rotations - Note: Three man rotations will only be allowed in the play-offs. Pitchers MAY be assigned to more then one pitching assignment regardless of their role (starter, mop-up, Long Relief, Middle Relief, Set-up and/or Closer).

6.Sim Dates
- The League Commissioner will simulate the regular season on Tuesdays/Saturdays. All roster moves will be due at 9 p.m. EST the night before the sim.
- Each simulation will consist of two weeks worth of games (Monday through Sunday in the game schedule), unless otherwise stated in a league wide e-mail and/or the Message Boards.

The league office has decided to adopt a STATED POLICY on tolerance and
acceptance of those different than you. As a league we have people of
all different races and religions, from different countries and regions.
With the rare exception, few of us will ever meet in person. That
being the case, there is no need for anyone to show his/her ignorance over the
internet. Hate another owner because he is a jerk who wouldn't give you
that spect you wanted, not because he is different than you and your
perceived "right"
So as of NOW any comments that the league office deems as racist,
nationalist, or otherwise derogatory will subject to IMMEDIATE removal. This
covers comments made in League Chats, Mass Emailing or anything said that is
open to the leagues eyes. If you are ignorant, keep it to yourself...It would
be best for you and the league if this is how you feel that you keep it to
yourself...
No more comments on Canadians or Americans, Black or White, Christian
or Muslim. This is a baseball league, not a forum for people to gather
and make fun of other people because of where they come from.
If you have a problem with this, TOO BAD. Everyone responsible for
the management of this league has entirely too much to do as it is, and has
NO desire to try to smooth over feelings between owners. So to save
ourselves the trouble, we will just kick the person who says it out... then it
will be all better.

- Your rotation may consist of 3,4, 5 starting pitchers. It is recommended you use a 5 man to avoid injuring your players and shortening their careers.
Can be set anywhere from $1 to $20. The default is $10. Should be set prior to the season beginning. Cannot be
reset until after the season.
A team is free to move to a new city if they feel that
they need to. However, the League Officers must approve the move. You must
stay at any one city for a minimum of five seasons.
You can build a new stadium, or renovate your existing
stadium if you have the cash to do it. The amount of cash needed will depend on
the type of stadium, or construction you are wanting as well as the city. Email
the commissioner with your request and he will give you a reasonable cost for
the construction. Teams will pay 10% of the stadium cost and full amount of
adding new seats. New stadiums and seating takes affect the following year after
being paid off.
All General Manager's are responsible for keeping up with
all parts of their team top to bottom. If a GM is not keeping up to standard he
will be stripped of his General Manager's duties without notice. An owner must have 25 people in their MLB roster to be considered active.
If I find a gm using two teams not only will he be booted
from the league but I will personally be taking the names he was using and
spread it to every league commisoner that I can find, so don't try and ruin the
fun for everyone and leave this action to the morons and cheaters...
Not much to talk about here just treat every GM with
respect and if you do have a complaint do not threaten him with I am going to
email the commish just simply avoid the conflict and privately bring it to my
attention and I will deal with the issue.
